Are my PDFs uploaded to a server? ＋

No. Merging runs in your browser with WebAssembly (pdf-lib). The files stay on your device the whole time.

Can I change the order of the files? ＋

Yes — remove files and re-add them, or use Sort by name for numeric-friendly ordering. The list order is the page order in the merged file.
